Once again, do we want to make it easier or harder to get a car onto the track? When we incorporate rules that make it a pain in A$$ to get on track, guys will just look for other platforms. Keeping senseless emissions programs serves absolutely no purpose other than to make life more difficult for the racers. For $150, you can send your PCM to a tuner and they could wipe off these unnecessary items without touching fuel tables.

There is zero performance advantage to this. It will only make things easier.

Also added benefit: With removal of all the unnecessary emissions crap, you now have a usable check engine light. Light turns on: you know something is wrong.

I know of an LT1 racer that missed a lean condition error for too long since the CEL was not usable. I myself resort to manually checking codes through the OBDII port after each session to make sure nothing's amiss, but it would be nice to have a light come on while in car to help save a motor...
